Depends on the type of "germ", usually they have a range of temperature where they grow about at optimal speed, at room temperature growth generally is more often limited by nutrient availability than temperature. Examples of optimal growth temperatues: E.coli 37*C (normal gut bacteria), S.cerevisiae 30*C (bakers yeast), B.subtilis 25*C (soil bacteria).
