i think it is a bit bizzarre to call \[y=x^2+3x+1\] a "quadratic equation" what does that make \[x^2+3x+1=0\]?

well i guess it is function if you write it as one. maybe a quadratic polynomial? not sure, but it is confusing when one word (or in this case two, quadratic equation) is used to mean two different things.
