Metals are good insulators for a few reasons. First, they have electrons that are free to move from one atom to another (see conduction electrons). Second, the structure of the atoms creates pathways for these electrons to travel. Plastics are insulators for the opposite reasons. Their valance electrons are tightly bound and the polymer structure is very random, blocking potential pathways for these electrons (should they break free) to travel along.
