I think it could mean 'Is the language correlative or corresponding to the figures of the speech?'
That makes sense, in my opinion the original phrase was worded awkwardly. (Maybe it's just me though.)

There's another meaning for consonance, which is relation of equality or conformity
Well I'm not sure if that's what it is asking.. (I am doing questions for the Poem: "Valediction: Forbidding Mourning" ) and it is asking: Is the language consonant with the figures of speech? I am not quite sure what it is asking me to do.
Well, I say it is asking you for finding a relation between the language and the speech figures
