when we say that light is particle or wave?

OpenStudy (jamesj):

Light exhibits both wave-like and particle-like behavior. In a sense it is both like a wave and a particle. Particle like behavior of light is used to characterize and explain such phenomena as the photoelectric effect. Wave like behavior of light is used to describe phenomena such as the class Young double slit experiment.
