The line formed between the surveyor's eyes and the mirror will have the same angle to the horizontal as the line from the mirror to the top of the tree. So if her eyes are at 56 inches = 4.5 feet over a distance of 11 feet, then the tree will be 95/(11/4.5) feet tall.
