It isn't doing it right now. Maybe I did have two open ones a sec ago.

Yeah, it can take up to 90 seconds to detect that your other tab is closed. If we're not properly updating the list at that point, it's definitely a bug.

That happened to me too. The picture showed that I was still replying to a question while I was actually viewing the users' list. And I didn't have two tabs opened.

When this happens, if you click on that other question and then come back, are you still marked as viewing it?
