Why do new species evolve more rapidly after a mass extinction?

OpenStudy (anonymous):

they can be only reproduce offspring rapidly why?? it is because the surroundings are very apropriate 2 them.

The simplest answer is because the new species had replaced that which had gone extinct, moving into the now-empty niches that others had once dominated. For example, mammals moving in after the dinosaurs had gone extinct. Mammals had been around for a long time, but now that the dinos were gone, they now had plenty of room to evolve.
