No; I meant building a township of some sort -government funded- to first introduce education to a poor community. For eg. Building a textile industry and making use of opportunities- Promoting manufacturing. With a decent salary, the future generations of these poor families are are offered free schooling while the parents continue to work.. A small working township reinfornced through governmental efforts.
