omega is representative of both it just depends on the context of things. It is angular frequency when talking about waves but its angular velocity when talking about rotation or angular momentum. The common thing for both is angular. For ru can rotation you can use v=wr but you cannot for waves and optics because they mean different things. It is the same symbol but different meaning depending on context. :)
