In The Grapes of Wrath, what does this quote mean? "They fix'em so you can't win nothing" from chapter 2

OpenStudy (anonymous):

This very moment of the book, the driver is gambling in a slot machine, and losses his money."They fix'em so you can't win nothing" is the driver saying that whoever creates the slot machines rigs them so that people who gamble can't ever win.

What is the purpose of this quote? or what does it say about the creator of the slot machines?

OpenStudy (anonymous):

The idea behind slot machines is the 'potential' to win big money, which doesn't even happen to the customer who did win the jackpot that day- $3.80. The creator of the machine knows that humans, in general, love the idea of winning something big by only losing a small amount initially. With that in mind, why do you think this quote was put in the story?
