Is the Electric Field constant, I am talking about with respect to current when there is steady flow of current ? If yes, why ?

Why do you think it should change? What are the marginal conditions in your case? E.g. if you're talking about a flow of current between the plates of an elsewhere isolated capacitor, the electric field is not constant (but neither is the current flow then).
