It really depends on what you're looking for.

Udacity is starting a course on computer science soon, that will teach you how to build a computer course. It requires no prerequisites. http://www.udacity.com/cs#101.

For language specific, Python and Scheme are available at MIT. Introduction to programming and Structure and Interpretation of Computer Programs respectively.

Harvard's www.cs50.net and www.cs50.tv covers C, PHP, Javascript, and teaches you computer science from scratch. That should be helpful. They also have a cs50 appliance, so you can work on projects the same way a Harvard student would.

Stanford's Engineering Everywhere initiative has three courses. Introductory in Java named Programming Methodology. Intermediate one in C++ called Programming Abstractions. And another one covering Lisp, Python, and Other Programming Paradigms, named Programming Paradigms.

http://www.cs101-class.org/ is another class that is an experiment in online education. It starts this month, and you would find it helpful to start here.

I know a lot more, but an endless array of choices only paralyses you.
Depending on what you want to pick up, these resources are enough to get you a very solid grounding. They are very thorough. For some classes, you can chose to follow a proper semester sequence, the way they would, as it is an online education offering for free.

If you're only interested in PHP, or if that is your first concern, I'd really recommend Harvard's CS50, followed by the link I shared earlier. You'd have a strong foundation built, and you could extend upon that.

Also, PHP has an easier learning curve, so you are benefitting from learning it as a first language.
