This would depend on the direction or style of the article. Look at the various outcomes that are possible - drama, romance, history, suspense and more. You can use an emotive style or straight factual approach. 
Will the story be about direct participants or the effects felt by others? Is war "the" story or something happening in the background? You have much to think on before you put pen to paper.

Well, there are mainly two veiws on war. A waste of resources and hard on families or nessacary for the country. Though, writing with both opinions is usually used more often.
