I think that's right...but I thought you were supposed to use factors of 35, not 4?

That's correct. They question u have is just in confusing form. For factoring easily, u must have, ax^2 + bx + c = 0 And so u must have written as, 9s^2 - 35s - 4= 0 And now follow the same method.
