A wheel of radius 1.9 feet is moving forward at 18fps. How fast is the wheel rotating? What equation(s) do I use to solve this problem?

Radius is half the diameter. 1.9 times 2 is 3.8. 18 times 2 is 36. I believe your answer is 36.

you need the formula for circumference of a circle C = 2*pi*r, that is the distance it travels in 1 revolution to get revolutions per second, multiply speed(fps) by 1/C --> rps = speed/C

well there are 2pi radians in 1 revolution multiply by 2pi --> radians/sec = speed/r
