HI! I want to talk about the educational system between Finland and the United States. What should be my research question about this? What else should I mention that will help me fill 10-12 pages

You would have to do some preliminary research, I should think, to see just what constitutes the system in each country. Once you know something about the system in each country, you would begin to see what some of the differences are. Then you could focus down on one or two differences, or on a set of related differences, or on differences at one age level (elementary school or high school or university, for instance), or some other natural grouping, and explore that realm. As you learn more, you will be able to shape and reshape your research question, which enables you to continue digging and discovering. Your focus -- and your thesis statement -- then come out of that work, through the application of your understanding to the material you are reading. If you have done enough investigating, you ought to have no trouble finding enough material to fill ten to twelve pages. You will want it structured well, and that may prove to be the more difficult challenge.
