Remember that a relation is a set of ordered pairs. So it is definitely a relation. A function is a set of ordered pairs in which no two ordered pairs have the same first number. Now in this example, they tried to trick you because they listed one ordered ;pair twice. So it is just one member of the function. And yes, it is a function. If you take out the duplicate, none of the ordered pairs have the same first number so it is both a relation and a function.
