A stone is thrown vertically upward with a speed of 28. m/s. How fast is it moving when it reaches a height of 28.0 m? How much time is required to reach this height?

OpenStudy (wasiqss):

2as+u^2 where a is acceleration, u =initial speed, v=final speed ,s=distance covered

Wouldn't the speed at 28m/s by 0m/s, since (I'm assuming) that this is its max height?
