what is meant by an amplifier when it is not able to amplify our input voltage?

I think the term is 'unity gain'. basically where you have no gain so an input of 1v gives you 1v out. is that what you meant?

an amplifier or simply amp, is a device for increasing the power of a signal by use of an external energy source. the term usually describes an electronic amplifier, in which the input "signal" is usually a voltage or a current.

Sometime amplifying input signal is not the requirement,matching impedances are also done by amplifiers,so that maximam signal can be tranffered to load
