I'm not even an armchair sociologist, but Merriam Webster says

Disperse: 1: to break up in random fashion

Dispersed means scattered, spread apart. I'd say the photo doesn't fit that definition.

I think the place you gave is one of the nucleated settlements. It does not appear to be dispersed or scattered.
