Electricity and magnetism are the only things that produces a repulsive force on scale that can be observed without technology, and since there is no such thing as an isolated magnetic charge that can be put onto a substance, a substance that repels others is likely electrified.

Of course, a magnetized object can repel another magnetized object (at least from one side) so the question isn't perfectly formulated.
