If in some matrix A, all but one column vector v is redundant, such as [1,3;2,6}, can the image be spanned by just one vector ([1;2])?

I'm thinking because any transformation using this matrix would simply be a scalar multiplication of [1;2] it could have its image spanned by just one vector, but I would like to get someone else's opinion on it too. Thanks
