Negative effects of the liberation of France aside from the cost in lives and treasure?  Uh...let's see...I guess certain SS officers were no longer able to practice their marksmanship on living targets while shooting French and Belgian civilian hostages.  The tanks probably wrecked a lot of potato fields, too, although if you could find a single living Norman farmer who regretted that I'd be astonished.
