Palisade mesopyll are most densely packed with chloroplast, so they photosynthesize at a faster rate.

OpenStudy (kainui):

In the spongy mesophyll you'll have more of the gas exchanging reactions of the Calvin cycle which are light independent. Since the spongy mesophyll is on the underside and the palisade mesophyll is on the topside, it only makes sense that the outer layer of cells would be the place of photosynthesis since they have full view of sunlight! =D
