Hmm its not tariffs, while that does effect the outside world that is more to do with effecting trade. The environment is usually (but not always) referring to the natural environment. Usually the environment effects is more physical (eg.water pollution effects the rivers and water ways which are a part of the environment) .. Hmm I will see if I can find a better way to describe it.
