For the most part yes im still ooking through just to make sure though

take the given line and put it into slop interecept from (y = -2x+ 5)
then you can easily see the slope (-2)
then take the negative recripocal of that slope and using C for the constant you write the perpendicular line 
of y = (1/2)x+c
