What is the decimal of 40%? You move the decimal 2 places to the left whenever you convert a percent number to a decimal number. Now, divide 19 / 0.40.

Now if you have to do the long division by hand, just move the decimal over two places to the RIGHT for each top and bottom number. So 1900/40. You will end up with the exact same answer. Verify this on your calculator :-)
