Okay, your first step was the problem description that you posted. Second step: what are the individual things that you need to do? Third step: for each of the things that you have from the second step, break those down. Sooner or later, you'll get to point where you have very manageable functions to write, and then tie together with main().

This is decomposing a problem. One example that you're probably familiar with is an outline.
