what are the best softwares from which we can develop the softwares ( like vlc ,IDM , MS- EXCEL etc ) from c/c++ or java code.... ????

I don't understand about vlc, IDM or excel, but C/C++ is best for having a broad selection of target platforms (OS wise), Java is a good choice, best fit for mobile devices, tvs, atms, etc.
