Why was Rutherford B. Hayes' nicknamed "old 8 to 7"?

I'm not seeing that nickname come up...but if it ever did a commission on the election of 1876 awarded Hayes 20 contested electorial votes on a party-line vote of 8 to 7. Maybe a couple of newspapers after the inauguration used that but I don't at all see that it was widespread...but I don't have all of the 1876 newspapers.
