What are the best steps too turn a fraction like 28/46 into a percentage?

OpenStudy (anonymous):

divide the numerator (26) by the denominator (46), and multiply by 100 :)

OpenStudy (anonymous):

Multiply by 100

OpenStudy (anonymous):

^ don't you need to divide the numerator by the denominator first, because if you don't it won't be a percent.
