If there are no closed loops of conductors, there are no electrons flowing. If there are no electrons flowing, then the device isn't doing anything. Hence: Yes, all electrical devices must have a circuit of one sort or another.

thx. i got confused when i read an article about this power drill. the article said this newer model replaced the older one with a circuit, where the older one had a brush...stuck out to me cuz i JUST wrote a paper and i wrote something about how all electronics we come in contact with daily have circuits. not an important part of the paper, it was just an opening but i need to change it if what i wrote is false
