How did you figure it out?

put a negitive sign infront of both of those, but you change it to slope intersect form and a parrel line has the same slope and perpendicular has the reciplical.

9x+y=2 ->y = -9x + 2 => Parallel line's slope: m = -9 => Perpendicular's slope m = 1/9
