I wouldn't be surprised... because hurricanes thrive of off humidity.

By those conditions alone, no, as they are relatively common in the tropics during the summer into fall. Other factors are needed as well, including light winds through the depth of the atmosphere, an upper level area of high pressure, and some sort of tropical wave to provided the focus for the initial convection. Those are favorable surface conditions, but again more is needed.
