it means if you are going to tax the people, they must at least have a say in what its used for or whether they should be taxed. No taxation without representation is implying that taxes aren't owed to the royal crown by default, but as each individual's duty to the rest of society and as such, the people must be consulted first before being taxed.

In US history, citizens were taxed on almost everything by the British without agreeing like stamps, tea, etc. They called it taxation without representation.
