I don't think this question is written very well. If it is saying that the car has kinetc energy "due" to its position "relative" to the road, then yes it has kinetic energy. However if we chose a reference frame that was traveling at the same speed as the car then relative to THAT reference frame the car would have zero kinetic energy.
