This is known to happen at times. We still haven't tracked down exactly what triggers the situation.

But this can lead to serious issues. Suppose someone new suddenly becomes a mod and sees all those delete options and just ruin a group.

You're right, that's a legitimate concern. Although, if that were to happen you could report abuse on that person and we could restore the content they erased. Deleted items are archived in our Moderator Log.
