It is a consumer. At this point the question is asking you about the difference between primary and secondary consumers. Primary consumers are consumers lowest on the food chain - i.e., they are the ones which consume plants. The consumers which eat primary consumers (other animals) are actually secondary consumers. So I think the answer is B.
