How can I express this idea properly: When the students get their degree they don't have enough practical tools.

This is a tough question, and I guarantee you that you will get 100 different answers from 100 different people, but in an attempt to answer your question I will say this: The college/university system, the way that it is currently, does not prepare the students for real-life scenarios in most fields. Fields that lie in the realm of research are exempt from this of course by their very nature. However, practical fields such as IT, engineering, business management, and others, are fields with concrete concepts and knowledge that often is only best expressed through practical application. This practical application does exist in many vocational schools, but is less prominent in the universities. And sometimes the knowledge simply does not translate well through lectures and textbooks. For example, I could through all kinds of reading and research and talk to you until I'm blue in the face about how to design, build and configure an enterprise network, but until you actually get in there side-by-side with a knowledgeable pro (usually at your first job after graduation) you really won't know how to do it, and if you just happen to know how, you probably won't know how to do it well and efficiently. The onus of practical application has long fell on the employer, but can you imagine the increased value of graduates with the practical tools to jump into one of these professions and perform without the added training?
