What is impermeable clay? Why was it thought good for dumping of chemicals?

OpenStudy (agreene):

Impermeable means impassible. Impermeable clay doesn't allow water to (easily) pass through them. So, I assume people were placing chemicals in clay pits, assuming that the chemicals wouldnt leech through to the surrounding areas.
