Photons are energy packets. Photons travels in wave formation, the wave is a medium of propagation, and as photon propagate it has frequency, as photon are lesser in weight and the energy is so tiny, I attains high frequency means high speed to propagate which make. As we calculate the energy of photon, the energy contains the kinetic energy of photon as it is in motion, if the speed is not as much as high then the energy is it self around 0. so, the photon is taken as in form of frequency.
