Describe the development of the Russian state and the steps Peter the Great took to try to modernize Russia.

Peter was heavily influenced by what he learned of the West and used those lessons to bring Russia into the "modern age" of the time transforming it into a considerable power to contend with under his reign. He organized their military by creating standing armies, created a large naval force, built the city of St. Petersburg, initiated land reform, and overhauled the government itself to run more efficiently transforming a "backwards" Russia into a powerful and united empire.
He built St. Petersburg as a "window on the west," and he spend quite a bit of time in Western Europe studying and learning when he was young. So, when he returned,he became a promoter of the sciences, in fact, you had to reach a certain educational level before you could marry (only applicable to the high class). However, it should be noted that his reforms and westernization was only limited to the highest classes of society.
