I don't actually know. That's an interesting question. I don't think any one person decided it was a rule. I think it just always has been, once grammar started being standardized.

koons123, this is such a precise and narrowly focused question, and one that is not easily researched. Is this for a class? Did you teacher cover standardization of written language in class lecture? Or is this covered in any of the other course materials? If it's for class, the answer has got to be somewhere in your notes or textbooks. If this is something you are curious about, I might be able to dig it up in time. I've some books on the history of the language, but this is not the sort of thing I'm likely to find in the index!
