Question 1, it would be prepositional phrase "up the river" and "down the river" Question 2. The mood is dreary. Cause the passage describes a very dull and gloomy atmosphere, not exactly terrified, terrified seems to imply an active fear for something, in this case, there is none. Question 3. Definitely Slow. Look at the amount of punctuation.
