I would go with D on this one for the following reasons: A) It didn't assist the robber barons. It actually tried to curb their business practices. B) The Act increased government intervention in business. In this case, to ensure that there was fair competition in the market. C) The Act sought to limit monopolies, so it definitely didn't have their best interests in mind.
