Before 2/24 anyone could create groups. We introduced the restriction on 2/24.

A lot of reasons. First and foremost, the number of unofficial groups was fragmenting the community. It actually made it harder for newcomers to get help on the site because there were so many options. Secondly, it was incredibly difficult to police those groups to ensure they were holding up to the Code of Conduct.
