No they are not because : Similar means same shape.

actually they have the same shape!! they both are parallelograms and they both have same angles but to be similar the ratio of the sides must be equal and since 1.8/3 is different from 5.4/7.2 then they are not similar

a geometer would say no, because of what @hoblos said a topologist would say yes, because they are both 1 dimensional polygons with ratio'ed areas.

Directrix (directrix):

What would be the corresponding sides are not in proportion. 7.2 / 5.4 = 3/1.8 = 7.2/5.4 = 3/1.8 is not true. The two figures are not similar.
