Chinatowns were formed when Chinese immigrants banded together in their own communities. Like many thousands of miles from home, they wanted to be near those that they could relate to.

As far as I can tell, the first state that started passing restrictive laws on the Chinese was California such as the Foreign Miner's Tax and the Sidewalk Ordinance in San Francisco. You can find a lot of these listed here:

And lastly, the Chinese Exclusion Act of 1882 shut the door on Chinese imimgration.
