1 and 4 together are complementary, meaning that they add up to 90 degrees. Since you know they add up to 90 degrees, that means there are 90 degrees left for 2 and 3. This means that the two rays form a right angle. So yes, there is.
<1 and <4 are complementary means their sum is 90 degree since sum of all angles is 180 degree because ABC is a straight line. so <2 + <3 = 90 degree
